FOR OBSERVATION – THE PUBLIC
IT IS HEREBY ORDERED THAT:
EFFECTIVE IMMEDIATELY AND
UNTIL FURTHER ORDER OF THIS COURT,
In compliance with 705 ILCS 405/1-5(6),
the general public is excluded from Juvenile Court hearings, except for representatives
of agencies and associations, who in the opinion of the court have a direct
interest in the case or in the work of the court.
Persons who wish to observe Juvenile
Court proceedings for a purpose approved by the Presiding Judge, must obtain
a court pass from the Office of the Presiding Judge. In order to receive a
pass, the person must present valid photo identification from the agency or
association he/she represents.
The court may, for the minor's safety
and protection, and for good cause shown, prohibit any person or agency present
in court from further disclosing the minor's identity.
Calendar judges may institute more
restrictive requirements when special circumstances warrant it.
This General Order supercedes Child
Protection Division General Order 00-1.

RE: MEDIA ACCESS TO THE COURTHOUSE
IT IS HEREBY ORDERED THAT:
EFFECTIVE IMMEDIATELY AND
UNTIL FURTHER ORDER OF THIS COURT,
Newspersons may attend Juvenile Court
hearings by presenting an Official Press Identification to the Sheriff's Deputy
at the entrance to the courthouse. No court pass need be obtained.
Newspersons must obtain specific
authorization from the Presiding Judge for any use of TV cameras or tape recorders
in the building. Tape recorders, TV cameras and other electronic and photographic
equipment are not permitted in courtrooms or courtroom waiting areas while court
is in session. Juveniles may not be photographed or filmed in the building.
Reporters may use conference rooms
adjacent to courtrooms to interview individuals, if the rooms are not being
used by court personnel. The individuals will decide if they wish to be interviewed.
Press tours must be escorted by a
Deputy Sheriff or a court staff person.
Written authorization must be obtained,
in advance, from the Presiding Judge's Office for filming movies and documentaries.
Calendar judges may institute more

RE: TEMPORARY DETENTION BY
SHERIFF'S PERSONNEL
IT IS HEREBY ORDERED THAT:
EFFECTIVE IMMEDIATELY AND
UNTIL FURTHER ORDER OF THIS COURT,
If any person entering the Juvenile
Court Center is stopped and temporarily detained by sheriff's personnel for
suspected violation(s) of law, the following procedures will be followed:
- If the person stopped and temporarily
detained is immediately released without being arrested or detained for further
investigation, that person will be allowed to pursue his or her legitimate
business within the building, without interruption.
- If the person stopped and temporarily
detained is removed from the entrance area to the Sheriff's Office or to some
other security area, either under arrest or for further Investigation, the
Sheriff's personnel will:
a. Notify the State's Attorneys Office of the arrest or detention.
b. Ascertain the person's name and business within the building.
c. If the person is here for a scheduled court appearance, either as a
party or as a witness, the Sheriff's personnel will immediately notify the
court personnel where the person is scheduled to appear of the fact of his
or her detention or arrest, and the area where the person is being detained.
d. If the person is here for any other legitimate business, the Sheriff's
personnel will immediately notify the Department or Agency with which the
person has business of the fact of his or her detention or arrest, and the
area where the person is being detained.
- Should any party in the waiting
area be arrested on an outstanding warrant, in addition to the above procedures,
parties respondent must be brought before the judge with whom an appearance
was scheduled before being transported out of the building.
Attorneys and Juvenile Court personnel affected by the person's detention
or arrest will be allowed to communicate with that person relative to their
court business.
