GENERAL ADMINISTRATIVE ORDER NO: 96-1
 
SUBJECT: ILLINOIS NOT-FOR-PROFIT DISPUTE RESOLUTION ACT
 
Pursuant to the Illinois Not-For-Profit Dispute Resolution Act (ILCS 1994 ch. 710, sec. 20/1 et seq.), the Clerk of the Circuit Court of Cook County has collected fees from civil case filings for the year 1995 for disbursement to the Dispute Resolution Centers which qualify under said Act and General Order 19 of the Circuit Court of Cook County. Fees available for disbursement from this Fund for the year 1995 total $220,269.00.
 
Upon review of applications received for funds collected in 1995, the sole qualifying applicant under the requirements set forth in said Act and General Order No. 19 of the Circuit Court of Cook County was found to be Center for Conflict Resolution. It is eligible for the maximum amount allowable for disbursement to any Dispute Resolution Center in a given year of $200,000.
 
Pursuant to the Illinois Not-For-Profit Dispute Resolution Act (ILCS 1994 ch. 710, sec. 20/4) any funds collected but not disbursed in a given year shall be paid in single county judicial circuits to the County Treasurer for the administration of justice in the judicial circuit. An amount of $20,269.00 remains collected for the year 1995 but no Dispute Resolution Center is qualified to receive disbursement of these funds.
 
Therefore, it is hereby ordered that the amount of $200,000.00, representing the maximum amount allowable for disbursement to any Dispute Resolution Center in a given year, shall be disbursed to Center for Conflict Resolution.
 
Further, it is hereby ordered that the amount of $20,269.00 representing funds collected under the Illinois Not-For-Profit Dispute Resolution Act for 1995 but not disbursed, shall be disbursed to the County Treasurer of Cook County for the administration of justice in the Circuit Court of Cook County.

IN THE CIRCUIT COURT OF COOK COUNTY, ILLINOIS
 
GENERAL ADMINISTRATIVE ORDER NO. 96-2
 
SUBJECT: ESTABLISHING OF AN ADMINISTRATIVE SANCTIONS PROGRAM FOR THE FIFTH MUNICIPAL DISTRICT
 
Effective August 1, 1996, a pilot Administrative Sanctions Program is hereby established pursuant to Public Act 89-198. The purpose of the program is to ensure swift, certain and equitable sanctions for noncompliance with conditions of conditional discharge or supervision. The pilot program applies to all orders of conditional discharge and supervision entered in the Fifth Municipal District.
 
The program shall be administered by the Social Casework Service Department pursuant to policies and procedures adopted by order of the Presiding Judge of the Fifth Municipal District.

GENERAL ADMINISTRATIVE ORDER NO. 96-5
 
Pursuant to Circuit Court Rule 0.3 and General Administrative Order 96-4, the duly constituted Court Record Management Committee of the Circuit Court of Cook County having met and deliberated, and having made recommendations to the Chief Judge,
 
IT IS HEREBY ORDERED:
 
The Clerk of the Circuit Court of Cook County is hereby directed to cease and desist from activities purporting to authorize private service provider(s) to disseminate court records of the Circuit Court of Cook County, a judicial circuit of the State of Illinois judicial branch of government. Absent specific authority from the Illinois Supreme Court or the judges of the Circuit Court of Cook County the Clerk of the Court has no independent authority to contract or otherwise provide for the private dissemination of records of the Circuit Court of Cook County.
 
This order shall not serve to interrupt or otherwise affect judicially approved historical access to magnetic computer tapes. However this access issue as well as all other electronic access issues shall be considered by the Court Record Management Committee in a timely manner.
 
By further order of court, the judges of the Circuit Court of Cook County subject to the authority of the Illinois Supreme Court will direct the Clerk regarding issues relating to electronic filing and dissemination of court records.
 
This order supersedes General Administrative Order 96-3 dated August 2, 1996. Dated this 6th day of August, 1996. This order shall be spread upon the records of this Court and published.

IN THE CIRCUIT COURT OF COOK COUNTY
 
GENERAL ADMINISTRATIVE ORDER NO. 96-7
 
IT IS HEREBY ORDERED effective Friday, November 22, 1996;
 
Pursuant to Illinois Compiled Statutes chapter 55, section 5/5-1103 and pursuant to Cook County Ordinance known as the "Cook County Court Services Fee Ordinance," enacted November 22, 1996, that:
 
A court services fee of $15.00 shall be assessed in criminal, local ordinance, county ordinance, certain traffic, and conservation cases against the defendant upon entering a plea of guilty, stipulation of facts or findings of guilty, resulting in a judgment of conviction, or order of supervision, or sentence of probation without entry of judgment pursuant to Section 10 of the Cannabis Control Act, Illinois Compiled Statutes, ch. 720, sec. 550/10; Section 410 of the Illinois Controlled Substances Act, Illinois Compiled Statutes, ch. 720, sec. 570/410; Section 12-4.3 of the Criminal Code of 1961, Illinois Compiled Statutes, ch. 720, sec. 5/12-4.3; Section 10-102 of the Illinois Alcoholism and Other Drug Dependency Act, Illinois Compiled Statutes, ch. 20, sec. 305/10-102 (repealed; see, now, Illinois Compiled Statutes, ch. 20, sec. 301/40-10); Section 40-10 of the Alcoholism and Other Drug Abuse and Dependency Act, Illinois Compiled Statutes, ch. 20, sec. 301/40-10 or Section 10 of the Steroid Control Act, former Illinois Revised Statutes, ch. 56-1/2, par. 2310 (repealed).
 
In the following traffic offenses and all similar municipal, township, and village ordinances the Court Services fee shall be $15 dollars:
 
625 ILCS 5/6 - 301 Unlawful use of license or permit
 
625 ILCS 5/6 - 302 Making false affidavit - perjury
 
625 ILCS 5/6 - 303 Driving while license or permit suspended
 
625 ILCS 5/11- 204 Eluding or fleeing police
 
625 ILCS 5/11- 401 Leaving scene - injury or death
 
625 ILCS 5/11- 501 Driving under influence of alcohol (drugs)
 
625 ILCS 5/11- 503 Reckless driving
 
625 ILCS 5/11- 504 Drag racing
 
In all other traffic offenses the Court Service Fee shall be $5 dollars. No court services fee shall be imposed or collected, however, in traffic, conservation, and ordinance cases in which fines are paid without a court appearance.

GENERAL ADMINISTRATIVE ORDER NO. 96-8
 
SUBJECT: ESTABLISHING OF AN ADMINISTRATIVE SANCTIONS PROGRAM FOR THE JUVENILE JUSTICE DIVISION
 
Effective December 9, 1996 a pilot Administrative Sanctions Program is hereby established pursuant to Public Act 89-198. The purpose of the program is to ensure swift, certain and equitable sanctions for technical violations committed by juveniles placed on probation, supervision, or conditional discharge. The program shall be administered by the Juvenile Probation Department pursuant to policies and procedures adopted by order of the Presiding Judge of the Juvenile Justice Division.
